Evaluation Report – IKEA Social Entrepreneurship Indonesia Accelerator (ISEA) Program

Executive Summary

Background

This report aims to evaluate the Instellar and IKEA Social Entrepreneurship Indonesia Accelerator (ISEA) programme and provide recommendations for its improvement. The programme itself was designed to improve better livelihood and sustainability for marginalised and vulnerable groups in the periphery population of Indonesia to have greater opportunities to live a better everyday life within a more inclusive and sustainable society.

The objectives of the evaluation are to:

  1. Evaluate the effectiveness of the program in achieving its intended goals and objectives, including promoting social entrepreneurship and supporting social entrepreneurs in Indonesia.
  2. Assess the efficiency of the program in terms of resource utilisation, including the allocation of funding, staff time, and other resources.
  3. Determine the relevance of the program to the needs and priorities of the target beneficiaries, stakeholders, and partners in the Indonesian context.
  4. Evaluate the sustainability of the program in terms of its ability to continue delivering benefits to social entrepreneurs in Indonesia beyond the initial funding period.
  5.  Assess the impact of the program on the social entrepreneurs and their ventures, as well as on the broader ecosystem of social entrepreneurship in Indonesia.
  6. Identify the strengths and weaknesses of the program and provide recommendations for program improvement and future iterations.

 

Methodology

This evaluation study involves a combination of qualitative and quantitative approaches. The qualitative phase began with a desk study analysing existing documents related to the programme, including pitching decks by the SEs and the progress as well as interim reports. Data were also collected through In-Depth-Interviews with various parties related to the programme, including the SEs who are the direct beneficiaries of the programme, IKEA SE as the initiator of the programme, Instellar as the local implementing partner, and IKEA Coworkers who also participated as mentors.

On the quantitative side, we distributed questionnaires to all direct beneficiaries of the programme (i.e. the SEs) to collect the data on the characteristics of the social enterprises and identify whether there are changes in some quantitative measures of performance after these beneficiaries participate in the series of activities of the programme.

It should be noted that this report was prepared immediately after the programme was completed; therefore the evaluation is based on the results of the programme in the short term.
